This is who must be stopped (for 5000$), and for whom spying on the world is warranted?

Hold on, how much does that make stopping a Guardian editor from publishing worth?

Presumably $2.

Isn’t this the organization that the Americans failed to stop, for a half trillion dollars?

Hold on, this argument is not holding water, well.

Time to bring on the damn busters music, dredge up Hitler, Bonaparte, and Philip the Second;  and then remark how well the UK did  immediately postwar with codebreaking computers (while not giving away all the advantage to the Americans).
